
The Community Development Board is an advisory body to the
Spokane City Council. Comprised
of citizen volunteers, the Board oversees the preparation of the Citys Consolidated
Community Development and Housing Plan and its annual Action Plan components. These
documents detail the proposed use of federal funds for three grant programs that benefit,
primarily, those of low and moderate incomes in the City of Spokane:
- Community Development Block Grant (CDBG)
- HOME Investment Partnerships (HOME)
- Emergency Shelter Grant Program (ESGP)
Throughout the year, the Community Development Board meets at least
once a month to guide the annual Action plan preparation and give policy guidance for
Spokanes Community Development programs.

Mission Statement of
the Community Development Board
The goal of the Community Development Board is to improve the
quality of life of Spokanes low and moderate income citizens through actions
promoting affordable housing, a clean environment, access to human
service programs, expanding economic opportunities and the encouragement of citizen participation within neighborhoods.
Community Development
Program Priorities in the context of the Mission Statement:
- Spokane citizens will have access to decent housing.
- Community Development Block Grant funds will be used to maximize
benefits to low/moderate income persons.
