Substantial Amendment to the Consolidated Plan 2008 Action Plan for the Community Development Block Grant Recovery Funding (CDBG-R) 

Revision:  September 1, 2009

 1.     The activities that the City of Spokane will undertake with the available $1,022,299 in CDBG-R funding are described on the attached “Activity Data Spreadsheet (9-1-09 revision).”  This form also identifies the funding allocated to each activity, and other information.

 2.     The Community Development Board, in selecting projects for approval by the Spokane City Council, concluded that top priority should be given to “ready to build” infrastructure projects, especially those that enhance existing planned projects already moving forward, or that can be programmed this year.  The Board considered infrastructure investments that would not happen without this bonus allocation.  In other words, funding through this opportunity would not “replace” other funding sources.  Investments should be made in support of general City objectives and priorities, such as stimulating development in centers and corridors, and meeting national objectives such as ADA compliance.  Investments should be made in support of current needs, especially those driving by unfunded mandates.  Mandates taking effect this year were also considered.  Various City departments were consulted as to the viability of projects.

 Priority was given to projects that can award contracts based on bids within 120 calendar days from the date the funds are available to the City of Spokane.  The City has established a goal of using at least 50 percent of the funds for those infrastructure projects that can be initiated within 120 calendar days after February 17, 2009.

Certain projects on the initial list submitted to HUD have proven to be difficult to qualify under “area benefit,” or able to be built with other funding, or not in the public-right-of-way.  Hence, the Community Development Board has reallocated some of the project funding.  Projects originally submitted that will NOT be funded/built with CDBG-R funds include (numbered as in the original submittal):

 3.e.  Market Street miscellaneous sewer ($40,000) – reallocated $20,000 to 3.g. Sprague Avenue water lines/hydrants and $20,000 to 3.h. City wide street paving

 3.f.  Market Street streetscape ($200,000) – reallocated $115,000 to new 3.e. Northeast Community Center expansion infrastructure, $60,000 to new 3.f. Iron Bridge bike/pedestrian transportation path, and $25,000 to 3.h. City wide street paving

 3.j.  Fire sprinkler systems ($200,00) – reallocated all $200,000 to new 3.j. Market Street water main replacement

3.     The following describes how each activity maximizes job creation and economic benefit:

 a.  Market Street water supply

     Location:  Market Street from Rockwell to Garland, CT 16

·         Preserving and creating jobs and promoting economic recovery – assists in maintaining existing workforce and creating economic development opportunities for business expansion

·         Assisting those most impacted by the recession – located in one of the neediest neighborhoods in Spokane - Hillyard

·         Providing investment needed to increase economic efficiency – will assist future business and housing redevelopment in a designated “center” under the City’s Comprehensive Plan

·         Investing in transportation, environmental protection, or other infrastructure that will provide long-term economic benefits – associated with a major street renovation, provides water infrastructure for long-term economic redevelopment and business expansion

·         Minimizing or avoiding reductions in essential services – will enhance the provision of water services to an emerging economic redevelopment area

·         Fostering energy independence – n/a

 b.     Market Street (east) LID water mains

Location: Rowan, Sanson, Everett and Broad Avenues (all one block to the east of Market Street) , CT 2 and 16

·         Preserving and creating jobs and promoting economic recovery – assists in maintaining existing workforce and creating economic development opportunities for business expansion

·         Assisting those most impacted by the recession – located in one of the neediest neighborhoods in Spokane - Hillyard

·         Providing investment needed to increase economic efficiency – will assist future business and housing redevelopment in a designated “center” under the City’s Comprehensive Plan

·         Investing in transportation, environmental protection, or other infrastructure that will provide long-term economic benefits – associated with a major street renovation, provides water infrastructure for long-term economic redevelopment and business expansion

·         Minimizing or avoiding reductions in essential services – will enhance the provision of water services to an emerging economic redevelopment area

·         Fostering energy independence – n/a

 c.      Market Street (east) LID water service lines

Location: Rowan, Sanson, Everett and Broad Avenues (all one block to the east of Market Street) , CT 2 and 16

·         Preserving and creating jobs and promoting economic recovery – assists in maintaining existing workforce and creating economic development opportunities for business expansion

·         Assisting those most impacted by the recession – located in one of the neediest neighborhoods in Spokane - Hillyard

·         Providing investment needed to increase economic efficiency – will assist future business and housing redevelopment in a designated “center” under the City’s Comprehensive Plan

·         Investing in transportation, environmental protection, or other infrastructure that will provide long-term economic benefits – associated with a major street renovation, provides water infrastructure for long-term economic redevelopment and business expansion

·         Minimizing or avoiding reductions in essential services – will enhance the provision of water services to an emerging economic redevelopment area

·         Fostering energy independence – n/a

 d.     Market street (south end) sewer

Location:  Market Street from Rockwell to Garland, CT 16

·         Preserving and creating jobs and promoting economic recovery – assists in maintaining existing workforce and creating economic development opportunities for business expansion

·         Assisting those most impacted by the recession – located in one of the neediest neighborhoods in Spokane - Hillyard

·         Providing investment needed to increase economic efficiency – will assist future business and housing redevelopment in a designated “center” under the City’s Comprehensive Plan

·         Investing in transportation, environmental protection, or other infrastructure that will provide long-term economic benefits – associated with a major street renovation, provides sewer infrastructure to eliminate a septic system

·         Minimizing or avoiding reductions in essential services – n/a

·         Fostering energy independence – n/a

 e.     Northeast Community Center expansion infrastructure

Location:  Empire and Cook, CT 16

·         Preserving and creating jobs and promoting economic recovery – assists in providing social services to those most heavily impacted by the recession, stabilizes households

·         Assisting those most impacted by the recession – located in one of the neediest neighborhoods in Spokane - Hillyard

·         Providing investment needed to increase economic efficiency – will expand the services offered to lower income families and individuals in a “one stop” facility

·         Investing in transportation, environmental protection, or other infrastructure that will provide long-term economic benefits – provides water, sewer, and drainage infrastructure to support the center expansion

·         Minimizing or avoiding reductions in essential services – will expand the offering of essential services

·         Fostering energy independence – n/a

 f.       Iron Bridge bike/pedestrian transportation path

Location:  Spanning the Spokane river north of Trent Avenue in CT 25 and 33

·         Preserving and creating jobs and promoting economic recovery – requires labor, will stimulate new growth

·         Assisting those most impacted by the recession – n/a

·         Providing investment needed to increase economic efficiency – will provide alternate transportation for lower-income individuals

·         Investing in transportation, environmental protection, or other infrastructure that will provide long-term economic benefits – provides alternate transportation, and connects three existing or planned transportation paths, and provides environmental protection by encapsulating lead-based paint that could otherwise fall into the Spokane river

·         Minimizing or avoiding reductions in essential services – n/a

·         Fostering energy independence – will help replace carbon burning forms of transportation

 g.     Sprague Avenue water lines/hydrants

Location:  in the area bounded by Main, Helena, Pacific and Altamont, CT 33

·         Preserving and creating jobs and promoting economic recovery – assists in maintaining existing workforce and creating economic development opportunities for business expansion

·         Assisting those most impacted by the recession – located in one of the neediest neighborhoods in Spokane – East Central

·         Providing investment needed to increase economic efficiency – will assist future business and housing redevelopment in a designated “center” under the City’s Comprehensive Plan

·         Investing in transportation, environmental protection, or other infrastructure that will provide long-term economic benefits – provides infrastructure that would be required prior to new development

·         Minimizing or avoiding reductions in essential services – will assist provision of fire fighting infrastructure

·         Fostering energy independence – n/a

 h.     City wide street paving

Location:  Scattered sites to be determined, all in area benefit eligible areas of the City of Spokane

·         Preserving and creating jobs and promoting economic recovery – will sustain jobs associated with street construction, and assists in maintaining existing workforce and creating economic development opportunities for business expansion

·         Assisting those most impacted by the recession – unpaved streets are in the most low-income areas of the City

·         Providing investment needed to increase economic efficiency – will improve existing neighborhoods

·         Investing in transportation, environmental protection, or other infrastructure that will provide long-term economic benefits – improves transportation system and improves air quality

·         Minimizing or avoiding reductions in essential services – improves the urban infrastructure for the provision of transportation and improved commerce

·         Fostering energy independence – n/a

Location:  Scattered sites to be determined, all within the City of Spokane

·         Preserving and creating jobs and promoting economic recovery – sustain jobs associated with construction

·         Assisting those most impacted by the recession – serves citizens with physical disabilities

·         Investing in transportation, environmental protection, or other infrastructure that will provide long-term economic benefits – assists citizens with disabilities to be mobile

·         Minimizing or avoiding reductions in essential services – will enhance the provision of essential urban infrastructure services for citizens with disabilities

Location:  Market Street from Francis to Garland, CT 2 and 16

·         Providing investment needed to increase economic efficiency – will assist future business and housing redevelopment in a designated “center” under the City’s Comprehensive Plan

·         Investing in transportation, environmental protection, or other infrastructure that will provide long-term economic benefits – associated with a major street renovation, provides water infrastructure for long-term economic redevelopment and business expansion

 5.     A description of activities that promote energy conservation, smart growth, green building technologies, or reduced pollution emissions:

 Many of the activities promote smart growth by making infrastructure investments in older neighborhoods, many in former commercial districts which are designated “centers” for redevelopment.  This will assist in keeping jobs in the heart of the neighborhoods.  It will also increase density, and utilization of existing (improved) infrastructure.  These include activities “a,” “b,” “c,” “d,” “e,” “g,” and “j.”  Activity “h” will reduce air pollution from dust particles.  Item “c” will eliminate an industrial septic tank.  Item “f” will assist with in promoting smart growth and reduced pollution emissions by providing for alternative (non carbon-based) transportation and incentive for increased central city development, and also encapsulates lead-based paint over the Spokane river.
