| The Lead Safe Spokane program prevents childhood lead poisoning by finding and repairing defective lead-based paint in owner and renter-occupied housing in the City of Spokane. Lead-based paint was commonly used in older housing units until it was made illegal in 1978. City neighborhoods have over 70,000 homes and apartments constructed before 1978. These neighborhoods also have concentrations of family households with children under 6 years-of-age. The Lead Safe Spokane program can provide FREE Risk Assessments to find lead-based paint hazards, FREE child blood tests, and GRANT funds to repair identified lead-based paint hazards. This unique program can help your children avoid permanent physical and cognitive damage from lead poisoning and enjoy a more comfortable home following lead-safety improvements. Who do I call? For more Lead Safe Spokane information, call the Kiemle and Hagood Company at 755-7555. Who is eligible? Homeowners! A pregnant woman or child under 6 years old must reside in the home. A child under 6 years old may also be a frequent visitor (6 or more hours per week) in the home. Your annual household income must not exceed 80% of HUD Area Median Income. Rental Property Owners! Half of the rental units must be occupied or available to tenants not exceeding 50% of HUD’s Median Income and the remaining rental units must be occupied or available to tenants not exceeding 80% of HUD’s Median Income. What is the Process? Application: Let us know about you! Complete the brief Lead Safe Spokane application form online or call Kiemle & Hagood at 755-7555. Program services are offered based on availability. Risk Assessment: Homes are professionally inspected for lead-based paint hazards. An inspection report describes the location and condition of lead-based paint. Bidding: We create a work list based on the Risk Assessment inspection report. We bid this work to local contractors specially trained to safely repair lead-based paint hazards. Construction Funding: We pay the contractor to repair identified lead hazards. These funds come from a 90% forgivable and 10% deferred payment loan between you and the City of Spokane. You pay nothing out of pocket. Final Inspection: A professional inspector will test your home for lead-based paint dust when the work is complete. This inspector certifies that your home or rental unit meets HUD’s Clearance standard for lead-based paint safety.
