RECENT PROJECTS T wo neighborhoods, Chief Garry Park and Hillyard, took active roles in developing "pocket" parks (covering one or two city lots) in their neighborhoods. Subcommittees of each of the Community Development Neighborhood Steering Committees worked with staff members of the City's Planning and Park and Recreation departments as decisions were made concerning site, layout, design, plantings and playground equipment. Due to the efforts of these citizens, Spokane has two parks in areas where many of the residents are of low income:
