Streets and Sidewalks

STREET PAVING PROGRAM: financial assistance for residents with low and moderate incomes

The Community Development Board has developed a program to use Community Development Block Grant (CDBG) funds to assist low and moderate income residents who are assessed for street paving projects in the City of Spokane. The following program is based on the availability of CDBG funds allocated toward this program.

The City’s Construction Services Department implements the Community Development street paving program.

To make the best use of CDBG funds, the following factors are considered to prioritize paving projects:

  1. Proximity to schools, community centers, parks, apartment complexes and other high traffic generators, and
  2. The amount of air-borne particulate matter generated, based on soil type, the presence of truck traffic, etc.

When a street on the prioritized list described above is scheduled for paving as an L.I.D. (Local Improvement District), Construction Services will mail affidavits to the property owners. Qualified owner-occupants of properties adjacent to the street paving project will receive CDBG funded affidavit assistance at 50%, 75%, or 100%. The percentage of assistance depends on income and family size, using annually adjusted HUD Section 8 income limits.

When a street on the prioritized list, described above, lies in an area of the City in which 51% or more of the residents have low and moderate incomes, the first 1/3 of the street paving project cost is paid by CDBG funds, plus the affidavit assistance available to eligible applicants. Information from the U.S. Census determines which areas in Spokane are eligible for the 1/3 CDBG funding.

SIDEWALK PROGRAM: construction and reconstruction

The Community Development Block Grant funded sidewalk program is a Community Development neighborhood program. Each fall, the Steering Committees of each of the 13 Community Development neighborhoods meet to discuss and vote on which projects they want to have funded by the block grant.

Community Development Steering Committees can choose to have new sidewalks constructed or hazardous sidewalks reconstructed with Community Development Block Grant funds. This sidewalk work must be done in areas that are eligible for the program, based on U.S. Census information.

Residents in Community Development neighborhoods are urged to get involved by attending Steering Committee meetings.
